If you see something, say something

The New York Times is reporting that the girlfriend of the bomber, said that in August of 2019, that she saw something, and reported something suspicious. Paper work documents that this woman did in deed see something, and she did say something. No action was taken. So why do we ask anyone to say anything if no action is going to be taken?
