Wisconsin Dismissal: Did Appeals Court CONTRADICT SCOTUS? Viva Freiu Vlawg

The Federal Court of Appeal decision coming out in the Wisconsin decision seems to be totally irreconcilable with the SCOTUS dismissal of the Texas suit. Unless I am misreading something. Here is the breakdown.
