This Bible verse encapsulates the whole spectrum of war and peace and killing and the rules of God about it: war is not murder, war is acceptable, if you are at peace you are not at war and if you are at peace you cannot kill anyone except as justice against the murderer or in self defense. Execution is not wrong, war is not wrong. Both are righteous killing. Murder is not righteous.

War and peacetime are different. War can be right in God’s eyes and even required by God sometimes and the right thing to do, to have to do. Resentments from the battlefield MAY NOT come back to the civilian field and be taken out in blood on a former enemy or a friendly rival.
