PA Judge Patricia A. McCullough in opinion, PA emergency preliminary injunction was properly issued

I look into Pennsylvania Judge Patricia A. McCullough's opinion filed November the 27th, 2020. Judge McCullough also said in her opinion "For all of the above reasons, the Court respectfully submits that the
emergency preliminary injunction was properly issued and should be upheld pending an expedited emergency evidentiary hearing."
I examine Act 77 in Pennsylvania which sought to change the way certain ballots were handled. I also look into why Georgia had a glitch in their systems, why they chose to use a voting system they had never used in an election previously. Why did certain states seek to change how they dealt with certain mail in ballots in this election so close to the election date? Why were so many blank ballots recommended for certain states to have on hand in case of emergency?
