Prosecutors say California prison inmates scoop more than $140 million in pandemic unemployment checks, with help from friends and family on the outside, because the state doesn't cross-check applications against a list of inmates, as most state governments do. Gov. Gavin Newsom takes bold action by appointing a task force, as nine prosecutors plead for him to stop one fraud of historic proportions.
