While this second chapter focuses on a preconieved notion that some magic items are too powerful, game breaking, or the general outlook that you as a DM should be stingy with giving out kewl lootz. P.S. it also includes some basic ideas on how to deal with items that are fairly common in games but feel overpowered to many DMs :).
