Info from Licensor: That video was taken by me during the time when I and my co-workers are assigned by our department head to go to Panado city to coordinate with the marine coast guard because of the illegal fishing that is going on in our city, so when I and my co-workers are traversing the highway the rain starts to pour so hard that we could hardly see the highway. My friend, our driver, Mr. Herson thought of a way so that we could do the task that's been assigned to us by our department head.
