Federal authorities offered a $15,000 cash reward for information leading to the arrest of the shooter. City police announced Sunday evening that a person of interest was taken into custody. On Monday, police released the suspect's identity.

Police said officers responded to a ShotSpotter alert shortly after 12:30 a.m. Saturday on West Franklin Street near Pennsylvania Avenue. Officers couldn't immediately find a victim until a short time later, when they were called to a hospital, where a toddler was taken with a gunshot wound to his stomach.

After linking the young victim to the shooting, investigators said they determined the boy was shot in an act of road rage.

Baltimore Police Commissioner Michael Harrison said multiple cars didn't move through a green light and the driver of the car with the toddler inside blew the horn several times. The driver then went around the cars before turning the corner.
