Archdiocese of Cincinnati acknowledges failure in addressing accused priest

Although accusations of rape didn't surface until this week, complaints about Father Drew — that he was too physical with young men in his parish, that he came on strong — were known to the Archdiocese of Cincinnati for years. Their attempts to discipline him were flaccid at best, and they allowed him to transfer to the parish containing one of Cincinnati's largest Catholic schools. Why?
