Income tax increase, cable tax proposed in Baltimore County Executive's proposed 2020 budget

The Baltimore County income tax rate would rise from 2.83 percent to 3.2 percent in an effort to raise revenue for the $3.4 billion fiscal year 2020 budget proposed by Baltimore County Executive Johnny Olszewski Jr. Monday.
