Miley Cyrus is following through on a promise she made to Janice Freeman before the singer’s death.

Cyrus made the announcement Monday afternoon, revealing she made a “promise to you here on earth and will keep that promise as you watch from heaven,” adding, “To take care of your precious little girl, my baby sister.”
