What's a cloture motion used by Senate yesterday, March 14, 2025? - 3/25/25

Cloture motion, big deal? Why? Important history! Why did many democrats oppose the CR as it was, prior to the 2 votes (vote on cloture motion and vote on the CR) yesterday? Why did people talk about Senator and minority leader Chuck Schumer agreeing on the CR before the votes?
