Lama Dawa's Commentary:
The Buddha here is likening the mind and our impulses and our attachments and our desires to a out of control horse.

Running freely.

A wise charioteer and a skillful charioteer can control the horse and use it for effective purposes.

So the Buddha here is teaching that wise personsAlso control their minds, their senses, their passions, so that we don't go out of control and we can use our mind for beneficial purposes and to cultivate our wisdom through restraint and common sense and understanding consequences of being out of control.
