"MASTER" Cop doesn't understand basic RIGHT OF WAY LAWS uses patrol car as his OWN PERSONAL UBER

Norfolk is a couple cities away and I was wondering what he was doing in the area so I stopped to take a look, perhaps he was serving a warrant or on official business and as a cop watcher I wanted to get some footage (just like the news!)
Turns out he lives there and was using the police car for his own personal use. He instantly started yelling and things escalated. Officer Goodnight of the Newport News police was called out to teach the off duty Norfolk Police officer what he should have already known.
