Lama Dawa's Commentary:
Most of us value freedom, and we believe that freedom comes from being allowed and able to do whatever we want as we please.

The Buddha here is offering another approach.

He's saying that there is freedom in restraint.

This doesn't mean limiting ourselves.

It means having a healthy respect for right and wrong and boundaries.

The Buddha is saying that healthy discipline in terms of controlling one's impulses is how we develop true freedom.

Freedom comes from the confidence and wisdom and dignity that come from being able to live a life that is restrained in a common sense, healthy way.

We avoid harm to ourselves and we avoid harming others.
