Good order, but suspicious booster packs. QA issue for WotC or were they tampered?

The order is perfectly fine I terms of getting the items, so it will be getting a 10 out of 10. However, there is a problem with the packs. I do not know how the vendor obtained the packs. Did the vedor legitimately get the packs from a box from a distributor, a respectable shop, a big box store that took back broken packs that someone opened and resealed, or if it was just and ugly quality control miss from WotC. I don't know. I generally save the packs to teach players how to draft or do sealed, as that is the best value (I believe) to opening packs, but in this case I decided to open just to record and see the value. I did get the target card I wanted and the packs were added as not to make the package skimpy. What do you think? Resealed or a QA miss?
