Iran has been announced as the first foreign power to be placed on the enhanced tier of a new government scheme to protect the UK from covert foreign influence.

Security minister Dan Jarvis told MPs the Tehran regime and its intelligence agencies would be placed on the top level of the foreign influence registration scheme (Firs) when it comes into effect this year.

Mr Jarvis said Iran had become 'increasingly emboldened, asserting itself more aggressively to advance their objectives and undermine ours'.

In a Commons statement he also announced that terrorism law watchdog Jonathan Hall KC has been asked to draw up a new procedure to allow the proscription of state and state-linked organisations, which could deal with groups including the Iranian Revolutionary Guard Corps.

Mr Hall's work will give 'specific consideration to the design of a proscription mechanism for state and state-linked bodies providing more flexibility than is offered under the existing powers', the minister said.

Mr Hall is already the Government's independent reviewer of terrorism legislation.

He continued: 'We are utterly determined to stay ahead of those who threaten our country and any step that could aid us in that critical endeavour will be considered.'

All police forces in the UK are being offered training by counter-terror police in how to spot 'state threat incidents', Mr Jarvis said.

The security minister said: 'This will mean that when any frontline officer encounters a suspected state threats incident they will know what to do, and what to look for to ensure our communities are kept safe.'

People and organisations under threat from the Iranian regime will continue to be able to get advice and support from the National Protective Security Authority and counter terrorism police, MPs heard.

Mr Jarvis added the Government was considering further sanctions against Iranian-linked criminals, and the National Crime Agency was monitoring people suspected of assisting the Iranian Revolutionary Guard Corps and those who may be laundering money in the UK on the group's behalf.

He told MPs he welcomed the Charity Commission's statutory inquiries into the Islamic Centre of England, and the Al-Tawheed (TUCF) Charitable Trust as part of a bid to tackle 'those who promote Iranian influence in the UK'.

Shadow home secretary Chris Philp said: 'We support the listing of Iran in the enhanced tier of Firs (Foreign Influence Registration Scheme), we support the Government in that and will support the relevant statutory instrument when it comes before Parliament.'

Mr Philp went on to ask: 'Is merely requiring registration a strong enough sanction, and I put it to the House that it is not strong enough because under Firs all that is required is registration and that alone is not enough.

'We've seen our allies the United States in 2019 designate the IRGC (Islamic Revolutionary Guard Corps) as a terror organisation, we've seen our Canadian allies do the same just last year and yet I've heard nothing on proscription.'

Security minister Dan Jarvis said it was 'long-standing' Government procedure not to comment on organisations or entities that are being considered for proscription, adding: 'I know that he wouldn't really expect me to break from that long-standing precedent today and I'm not going to.'

In response to Mr Philp asking if China will be placed in the enhanced tier, Mr Jarvis said: 'Announcements with regard to Firs will be made in this House.

'Today's announcement specifically relates to the decision we have taken on Iran, today's announcement is specifically about that country and other announcements that are made with regard to Firs will be made in due course.'
