Synopsis

Harold Bledsoe, a botany student and son of a former police captain, travels by train to San Francisco to assist in investigating a crime wave in Chinatown. Meanwhile, Billie Lee and her little brother Buddy, who needs medical treatment, are also heading to the city by car. During a train stop, Harold unknowingly gets a double-exposed photograph with Billie's image. Later, he encounters her and Buddy on the road but mistakes her for a boy, leading to comedic misunderstandings before they part ways.

In San Francisco, Harold’s fingerprinting obsession disrupts the police station, prompting officers to send him on a wild goose chase for the underworld figure known as "the Dragon." His investigation leads him to Chinatown, where he unwittingly discovers an opium smuggling operation. When Dr. Chang Gow is kidnapped, Harold and Officer Clancy infiltrate the criminals' lair, sparking a chaotic fight. Eventually, Harold realizes that the Dragon is actually respected citizen John Thorne. Despite initial skepticism, Harold proves Thorne's guilt, rescues Dr. Gow, and earns Billie's affection, culminating in a marriage proposal.
