Staged Dog Escape & Encounter

As I walked with my buddy, a chihuahua escaped through the front door of a neighbor's house. It was absolutely quiet. Not a soul outside but us. The guy didn't even acknowledge the event in a normal way... but was the instigator. A few days later, the same dog escaped again with precision timing. However, this time the pooch went through the back gate as I was walking Penny. On a third day I saw the same dog with another terrier mix just roaming around the neighborhood off leash and with no supervision. I observed the owner has Baja Mexico plates and never acknowledges my attempts to say hello and/or wave to him.
