MIT Lincoln Laboratory Group Leader Dr. Ted David ordered Dr. Julie Millane to perform work outside the scope of the Subway Detect to Protect Project and charge it to the project.

The purpose was to take the knowledge gained from the Subway Detect to Protect project and use it to develop a proposal to Amtrak as part of an attempt to generate new funding from Amtrak for David’s group.
