There was much clamor of dissenters about the Constitution created in the Federal Convention of 1787 in Philadelphia.

- It wasn't good enough;
- There were no safeguards to control the National Government about to be formed.
- The young country was still smarting from the abuse they experienced under the oppression of an all powerful King, and did not want to suffer that again.
- The States might lose too much power to a strong National Government.
.
So much noise created by the Anti-Federalists, much like we have now in 2025, that the power of Article V had to be explained to the opposition. A strong National Government was needed to survive on a world stage where Britain and other oppressors lay waiting for the US of A to fall and become vulnerable to conquest.

That was the status until Hamilton explained that the States were actually in the position of power using the States' Amendments Convention of Article V- Not just "If", but "When" the National Government grew too big, too fast, it was Article V that gave absolute power to the States to completely subdue an abusive National Government.

It was, and is the Duty of the States to use this process to keep the Constitution "adequate to the Exigencies of Government and the preservation of the Union." Words of strength of which they were all aware.

The Article V process is started by the 2/3rds of the States agreeing on the grievance agenda. The Congress then "SHALL" call the amendments convention, naming the date and the place. It would be assinine of the Framers to defer any other role to the very body that that was to be controlled by the States.

Once the Call is announced, the States' legislated deputies show up with their proper States' Credentials stating their role and under what authority as to why as they were there... their purview, if you will. This is what convention delegations did with all of the previous conventions that occurred in our country (colonies included) for the previous 160+ years.

And without any role involving the National Government, the States run the Convention, just as they always had. All of the Founders knew what the Conventions were for and how they operated.

The States convene, discuss the agenda and the grievances documented, debate solutions, and if a solution passes as a Proposed Amendment, it is reported back to Congress. Then Congress' only action is to determine whether the proposed amendment should be ratified by the State Legislatures or by ratification conventions that each State Legislature appoints.

When Ratification of the Proposed Amendment is reached by 3/4ths of the States, as the Constitution prescribes, "it shall become a part of THIS Consitution."

It is not controlled in any way by the National Government- that would have been less than brilliant of the Framers to let the Congress control any aspect of a process that was to control the Congress.
