Biography
Paul Downey is the CEO of Serving Seniors, where she is responsible for the oversight and overall management of all programs, services, housing operations, human resources and IT.
Over the past 30 years at Serving Seniors, Downey and the organization have expanded key programs and services for low-income and homeless older adults. Since being appointed the role, Downey has guided the agency’s innovative efforts to provide supportive services focused on keeping low-income seniors healthy and independent. Under Downey’s leadership, Serving Seniors has grown to serve over 1.7 million nutritious meals 365 days per year, and led the development of homelessness prevention programs along with developing affordable senior housing.

Melinda Forstey is the CEO-Designate of Serving Seniors and will assume the role of CEO in May on the retirement of Paul Downey. Currently, she is responsible for the oversight and overall management of all programs, services, housing operations and human resources.
Over the past 13 years at Serving Seniors, Forstey has spearheaded multiple affordable housing projects throughout San Diego County, as well as the expansion of Serving Seniors’ nutrition program, which grew from 650,000 meals to over 1.4 million in the last three years. Ms. Forstey serves on the Board of the National Association of Nutrition and Aging Services Programs (NANASP), a leading organization advocating for a wide range of essential services and policies for senior health and well-being.
