Do you think Trump and Musk and others were guided to audit and investigate US AID first or did they just strike corruption gold by luck?

These Inspectors Generals are supposed to be neutral. Outside the system, but over time working with people and looking at a division for good or bad, do they end up protecting that division vs keeping it honest and efficient?
