1. **Prepare the Jaggery Syrup:**
- In a pot, combine water and crushed jaggery. Mix well and bring to a boil.

2. **Roast the Semolina:**
- In a wok, melt the ghee over low heat.
- Add the semolina and mix well.
- Cook on low flame, stirring continuously, until the semolina becomes fragrant and changes color to a light golden brown (approximately 16-18 minutes).

3. **Combine and Cook:**
- Gradually add the prepared jaggery syrup to the roasted semolina, stirring continuously to prevent lumps.
- Cook on low flame until the mixture thickens. If the halwa appears too thick, you can add a little water to achieve the desired consistency.

4. **Add Flavorings and Nuts:**
- Stir in the cardamom powder, raisins, chopped almonds, cashew nuts, and pistachios. Mix thoroughly.
- Cover the wok and let the halwa simmer on low flame for 2 minutes to allow the flavors to meld.

5. **Serve:**
- Garnish with sliced almonds and pistachios.
- Serve warm and enjoy this delightful dessert.
