Costing $11 million of federal money to construct, the Wood County, WV Resiliency Center opens under controversy as it was not opened as a warning center for the homeless, as two people died in freezing weather last month.

Two other buildings are supposed to be utilized as warming stations, however neither has been opened to the needy as of yet for this purpose.
