Guy in Black Hoodie

I spotted a guy in all black and a hoodie sitting 70 yards away. He was leaning on a light pole typing into his phone. I stood and stared at him. When he finally pulled his face away from his phone and saw me watching him, he got up and took off. Very strange behavior and not at all normal for our quiet community. Could be benevolent but this was completely disruptive from normal situational patterns.
