Simmons' latest bill wants felons to volunteer in schools

"I think that people that have a strikable offense should have a guilty mind & a vehicular homicide is caused by people who made a bad decision to drive while they were intoxicated, or maybe not paying attention, looking at their cell phone & somebody dies & it's horrible & not condoning that somebody died, it is valid, but I don't think that they should have a strike."
