Sex offender on the loose after Kenosha assault

The Kenosha County Sheriff’s Department said 61-year-old Stephen Smith is accused of sexually assaulting a 16-year-old girl in July and now faces 11 counts of sexual assault that could put him behind bars for the rest of his life.
