Was This Crash A Result Of DEI?

The Blackhawk helicopter was being flown by the Co-Pilot, she had 500 hours, the instructor had 1,000 hours, reportedly the controller spoke with the Co-Pilot that said we have the other aircraft in sight. It was also reported that the Blackhawk was100 feet higher than it should have been!
