Man beating a woman on camera was fatally shot by off-duty Las Vegas police officer

An off-duty Metro police officer and his wife shot and killed a man in their front yard in Boulder City after they said they saw the man strangling a woman. That woman told police she thought the man was going to kill her.
The shooting happened just after 9:30 a.m. on Friday, Jan. 24 in the 700 block of 6th Street in Boulder City, LVMPD Capt. Kurt McKenzie said last week.
The department identified the officer involved as Cesar Ibarra, 48. Officer Ibarra has been employed with LVMPD since 2005 and is currently on paid administrative leave. During the shooting, Ibarra fired two rounds. Police did not say how many rounds his wife fired.
Boulder City police recieved a call from an open line in the 800 block of 6th Street. Dispatchers could hear what appeared to be fighting in the background, Assistant Sheriff Jamie Prosser said on Tuesday.
A woman said her husband was in the front of their home with a gun. Shortly after she said that, shots were fired.
BCP officers arrived and rendered aid to a man identified as Jeremiah Boshard, 45. Medical personnel later pronounced him dead at the scene.
Officer Ibarra told BCP officers he heard a “commotion” in the backyard of a neighbor’s house. Ibarra said he saw Boshard “trying to pull [a clothesline] out of the ground” before he saw Boshard “bodyslam” a woman onto the ground, get on top of her, and hit her in the face, Prosser said.
The victim suffered multiple lacerations to her head, swelling to her face, cut and bruised lips, and strangulation marks on her neck.
Ibarra then told his wife to call police while he went into the backyard to separate Boshard and the victim. Ibarra was able to get the victim to a chair in front of his house, but Boshard followed Ibarra and the two began fighting, Prosser said.
Boshard “slammed” Ibarra’s head into a vehicle in the driveway, Prosser said. Boshard was also able to “incircle his arm around [Ibarra’s] neck” and Ibarra’s wife grabbed a gun.
Ibarra was able to get free from Boshard and drew his gun, identifying himself as a police officer, and gave “several” commands for Boshard to get on the ground and back away.
Despite commands, Boshard moved toward the victim, causing both Ibarra and his wife to fire at him.
Boshard would have faced the following charges if he had survived:
* One count of attempted murder
* One count of battery on a protected person
The victim told police that she believed Boshard was going to kill her if someone did not intervene.
Ibarra was off-duty at the time of the shooting, but because he identified himself as a police officer and took action as a police officer, the LVMPD is considering the incident an officer-involved shooting.
