James L. Estep has served as President and Chief Executive Officer of the High Technology Foundation since 2000. For over three decades, the High Technology Foundation has pursued initiatives aimed at expanding the knowledge sector in north central West Virginia. The flagship of these initiatives has been the development of the I-79 Technology Park in Fairmont, West Virginia. The High Technology Foundation has leveraged the park to recruit technology-oriented federal operations that provide substantial contracting opportunities to the regional business community. These recruitment efforts have been highly successful, providing business case growth for expanding the knowledge sector’s output necessary for achieving stronger economic diversification.

Mr. Estep has provided the leadership for development of the park, state-of-the-art technological research, and the engagement of some of the most advanced federal programs in the United States. These operations are both technologically advanced and represent high-priority federal programs. They include the National Oceanic and Atmospheric Administration (NOAA)’s Environmental Security Computing Center (ESCC), one of the most sophisticated supercomputing centers in the nation. They also include the nation’s most critically important satellite ground station operations, namely the Geostationary Operational Environmental Satellite (GOES) R-Series system, the Joint Polar Satellite System (JPSS), and the Space Weather Follow On (SWFO) system. In addition, Mr. Estep led the effort to recruit the U.S. Department of Commerce and NOAA cybersecurity headquarters operations to the park. As of 2024, these programs accounted for over $1 billion in local contracting and infrastructure investment. With the 2024 announcement by NOAA of its newest AI supercomputing system coming to Fairmont, the park is poised to become a major hub of government and commercial artificial intelligence activity. Mr. Estep’s two-plus decades of leadership at the High Technology Foundation have established him as one of the top business and technology leaders in West Virginia.

Mr. Estep has a master’s degree in computer science from West Virginia University (WVU) and a bachelor’s degree in computer science from the West Virginia Institute of Technology. Mr. Estep is also a veteran of the United States Army where he served as a commissioned officer.

A native of Braxton County, Mr. Estep resides in Morgantown with his wife Melissa. They have three children and four grandchildren.
