The current system of government, the Confederation of States, was not powerful enough to make decisions for the entire country. Either smaller states with complete sovereignty should be formed, or one large state with a competent government should be born.

The new country could not stay together with all of the conflicting interests. There needed to be some sort of Federal Government empowered to maintain the borders of the new nation and the fragile peace with Britain and other states.
