This propaganda film was produced in 1940 around the time of the Italian invasion of France which took place on June 10. This film was intended to document and, produced with English subtitles, announce to the world Fascist Italy's return to imperial greatness. Rome's most famous historical sights are shown in combination with the new fascist locations of importance and obvious associations are made between Mussolini and the great Roman emperors.

The film has a similar look and feel to Leni Riefenstahl's 1935 propaganda masterpiece Triumph of the Will (Triumph des Willens) which is certainly no coincidence. These are the English subtitles to the sights visited in the film:
