UK: Extortionate Council Tax rises of up to 25%

Over 4 million people have been notified that their council tax will be going up by well over the normal maximum rise of 5%, with 10%, 15% and 25% increases being demanded in some counties, districts and boroughs - in one case, by a council that wants to cancel elections.
