“We’ve arrested 1,300 people, over a thousand of them are criminals. Who are the other ones? They are either fugitives who’ve been through immigration court and ordered removed, and then became a fugitive, or collaterals. Where do the collateral arrests happen? In sanctuary cities, because they forced us into the community.”

Homan clarified that sanctuary cities—where local authorities limit cooperation with federal immigration enforcement—are effectively pushing ICE officers into neighborhoods.
