Mr Stuart Chapman submitted an application to hold a protest at Government House and Council House with the Western Australian Police.

The protest involved moving from Government House to Council House and back again several times over a two-hour period.

The application was denied by Acting Superintendent Trovarello of WAPOL
The reasons were: There are reasonable grounds for concern that the safety of yourself, members of your group or other members of the public may be placed in jeopardy. A request to meet on-site with A/Supt Trovarello was declined. A/Supt Trovarello stated that there would be no discussion or conversation about the decision.

Mr Chapman decided to go ahead with a protest without permission from WAPOL anyway. This video is to demonstrate that the protest group did not impede traffic and was not a danger to themselves or members of the public.
WAPOL will have to explain why the protest would be unsafe and why they refused to negotiate once the decision was made.

Mr Chapman will challenge this decision at the State Administrative Tribunal on 7 February 2025 at 2.30 pm.
