NYPD persecuting people engaging in Constitutional Speech.

NYPD does NOTHING about street crime, shoplifting, and so on…but they come en masse to arrest a man whose only “crime” is standing on the roof of his own vehicle, exercising his Constitutional Right to Free Speech?
