Hela seems overpowered or at least a very strong character. She's got two clutch escape skills, one of them allows her to do massive damage from above. But, I'm enjoying Black Widow more. She's the most compatible to the Division playstyle. Most of your Division gaming habits work with her skillset. Whether she's a strong character... that's another discussion.
