'Phoenix Lights' were part of project Sky Beam in March of 1997 and it was a HOAX perpetrated with a hologram.
This video was presented in Spanish previous to 2017 as he claims the events we see today were predicted to start in 2017 or 2018. A year late, but it happened!
The presenter is not identified however he is correct on all points. He seems to be a military man of some kind as he was shown the hologram by Lt Gen Andrew Garros.
