The use of chemical collapses the line

With no where for the crowds to go the gas collapses the line. Basic police training is not to deploy chemicals in these situations unless you’re ready to provide an area for the crowd to disperse, the ability to arrest and everyone you gas becomes your responsibility. As a chemical munitions instructor I can support this understanding. However situations dictate differently sometimes outside of training.
