Why is CMS funding 39NGOs to improve test results when tests results are so poor?

CMS reported that about 70% of Black and Brown third graders are not proficient in reading and 76% of math 1 students are not proficient. Taxpayers deserve to know what these NGOs are accountable for and how much CMS is paying them.
