Government was intended to be local, a concept central to the Founding Fathers. During the Constitutional Congress, George Washington mostly remained silent, speaking up only once about a proposed amendment that ultimately was never ratified. This amendment would have limited one representative in Congress to represent a maximum of 50,000 people. Today, some districts contain up to 900,000 people, far exceeding that limit. The Founders envisioned representatives spending a few months in Washington, then returning home to live under the laws they passed, staying connected to their communities. Now, insulated in Washington DC, that original vision has been lost.
