The Commonwealth’s Attorney released new details Friday in Kentucky State Police’s investigation into an officer involved shooting that left one man dead and an officer seriously injured in July 2023.

On July 6, 2023, Bowling Green Police Officer Matt Davis responded to an incident at America’s Car-Mart on Russellville Road involving Esteban Lowery.

Commonwealth Attorney Kori Beck Bumgarner stated in a news release during contact with Davis, Lowery brandished a handgun and fired multiple shots at Davis, striking him several times.

Davis suffered serious, life-threatening injuries as a result of the shooting.

In the news release, Lowery was subdued by a bystander at the scene in the wake of the shooting. Once the scene was cleared, Lowery was found deceased, and it was later determined he died from injuries he sustained while being subdued.

According to the Commonwealth’s Attorney, KSP conducted an extensive investigation leading up to and following the shooting, including the review of security and officer-worn body camera video footage, forensic and ballistic analyses of the scene, medical evidence, and witness interviews.

“The results of that investigation were presented to the Warren County Grand Jury on October 30, 2024. Following that presentation, the Warren County Grand Jury concluded that there was not a sufficient factual or legal basis to levy criminal charges regarding the death of Esteban D. Lowery,” Bumgarner stated.

The criminal investigation is now considered closed.
