THE SCRIPTURES HAVE AN EVOLVING NATURE? Isaiah40:8; 1Peter1:25

We trust someone because we know them. And knowing them means we know what they will do and how they will react in certain situations. If not then we can not trust them, right?
So can we trust the scriptures if they have an evolving nature? And what does the scripture say about this?
