Biden Selling the Border

Biden is leaving in four weeks and he knows that Donald Trump wants to finish the border wall. Yet he is auctioning an offer for pennies on the dollar.

He knows that to repurchase that it will cost taxpayers a lot of money.

Other than to sabotage the incoming administration out of spite, what would be the reason for this?

This is so petty and wrong.
