What needs to happen for President Trump to rapidly get control of the executive branch, otherwise known as the administrative or deep state? The answers lie in manpower policies, budget policies, and personnel policies like a concept you may have heard of, called Schedule F. The effort will require innovative approaches and disruptors to reign in the out-of-control agencies and departments the President is supposed to control.
