Barnier had been governing in a minority position and, facing difficulties to pass the budget, he invoked Article 49.3 of the French Constitution on Monday. This article allows laws to be approved by bypassing parliamentary voting, in exchange for a no-confidence motion.

The approval of this motion in France now opens a new stage of negotiations with the parties, with uncertain results, to appoint a new Prime Minister.
