1. This is actually legal but not right. Recall that the 13th amendment created a legalized form of slavery. Slavery is when a man is owned by another person. Experimenting with people without their consent is a form of slavery. "Neither slavery nor involuntary servitude, >>> except as a punishment for crime whereof the party shall have been duly convicted,<<< shall exist within the United States, or any place subject to their jurisdiction". ~ 13th Amendment.

2. What assurances do we have that this technology isn't going to be mobilized against the American people in some ways that we can't guard against? How can the average taxpayer anticipate what's coming down the pike and petition their elected officials to ensure this technology doesn't become a threat?

It cannot be legal unless Contract Law is fulfilled, fully informed consent, no threat, coercion, intimidation, etc. All Legislation that joinders a Corporation to a living man or woman must be LAWFUL.
