Bastian Barucker /Behavioral manipulation as a political tool - an evening of discussion with the professor of social psychiatry Annemarie Jost and the psychotherapist and neuroscientist Valeria Petkova. "If you want to maintain your power indefinitely, you have to gain the consent of the governed," wrote Aldous Huxley 60 years ago and predicted quite aptly what the transition from obvious coercion (hard power) to subtle means of rule would look like. The so-called master of mass psychology Edward Bernays wrote: "The conscious and targeted manipulation of the behavior and attitudes of the masses is an essential part of democracy." Both described the use of so-called soft power techniques to control people and get their consent to things that serve those in power rather than the population.

So-called nudge units are now operating worldwide - and also in the Federal Chancellery - to increase citizens' acceptance of the political actions of those in power and to "nudge" parts of the population to predetermined target behaviors. With the help of incentives, addressing the subconscious and by creating fear and shame, society is influenced without the citizens' knowledge in order to be able to "govern effectively". Many of the topics that determine social discourse are linked by the use of such covert manipulation techniques towards the population. How does nudging work and where does it take place? Does this form of influence undermine the basic idea of the enlightened, responsible citizen?
