How slaves were supplied in the USSR

The acquisition of slaves in the USSR was organised like any other economic activity in a socialist state: there was a quota for it. The government planned in advance the number of prisoners that would be needed for the next year, and would place an advance order for the arrests with the People’s Commissariat of Internal Affairs (NKVD).
